On October 15, Krupskaya T. Valila, Assistant to the President of the Polytechnic University of the Philippines, Ramir M. Cruz, Director of the Department of Railway Engineering, and a delegation of seven visited ZZRVTC to discuss integrated talent cultivation programs for diploma, undergraduate, and master's levels. Vice President Lu Yanqi received the guests, and heads of relevant functional departments and secondary colleges attended the meeting.

In her speech, Lu Yanqi stated that over the past year, with the concerted efforts of both Chinese and Philippine institutions, cooperation at all levels has progressed smoothly. The postgraduate program has been carried out in an orderly manner, and the cooperation framework for diploma and undergraduate levels has been successfully established. The scope of cooperation has been further expanded, and the foundation has become increasingly solid. Next, both parties will continue to deepen the development of the China-Philippines Zhan Tianyou Institute based on the joint development agreement, focusing on aligning courses and mutual recognition of credits at the undergraduate and diploma levels to cultivate more top-notch professionals.

Ramir M. Cruz expressed his gratitude to ZZRVTC for its great attention and strong support for the China-Philippines cooperation project. He stated that it was precisely due to the close cooperation with ZZRVTC that the Philippine Railway Engineering Management program successfully advanced from Level II to Level III in the discipline evaluation organized by the Philippine Commission on Higher Education. Moving forward, the Philippine side will continue to pursue higher-level breakthroughs based on this foundation. As the head of the railway program, he will maintain close communication with the Chinese side, focusing on promoting the integration of diploma, undergraduate, and master's courses, as well as faculty and student exchanges, to ensure the effective implementation of cooperation projects.

At the meeting, both parties discussed and coordinated the teaching content and plans for all levels in 2026, clarifying the work arrangements for the next stage.
